The City of Belleville permits up to three accessory dwelling units within the city. Accessory Dwelling Units are generally permitted on parcels where a one-unit, two-unit, or three-unit dwelling exists, subject to zoning requirements and restrictions.
Registered Accessory Dwelling Units can provide important community benefits such as safe and affordable rental housing. Accessory Dwelling Units also provide economic benefits to homeowners and they support the flexible housing needs of youth, young families and seniors.
Accessory Dwelling Unit Zoning Provisions
Zoning provisions applicable to accessory dwelling units are found in subsection 15.13 of the Belleville Zoning By-law 2024-100.

Registering and Building an Accessory Dwelling Unit |
Accessory Dwelling Units are automatically registered after a building permit passes its final inspection and an occupancy permit is provided. Registered accessory dwelling units can be found on our Accessory Dwelling Unit Registry (please note the registry is updated monthly). Additional information on building an Accessory Dwelling Unit, including an Accessory Dwelling Unit Building Code Guide can be found: Second Dwelling Units and Coach Houses. |
Financial Incentives |
The City currently has two incentives for homebuyers and homeowners constructing new accessory dwelling units.
The two incentive programs will provide a $5,000 rebate for each new accessory dwelling unit. Applications are accepted year-round, however, funding is provided on a first-come, first-serve basis and eligibility requirements apply. For more information, please visit the City’s Community Improvement Plan webpage. |
Determining if an Accessory Dwelling Unit is Legal (Accessory Dwelling Unit Registry) |
Only accessory dwelling units registered with the City are considered legal. It is recommended to confirm if an accessory dwelling unit is a legal unit before buying or selling a property. If you live in an accessory dwelling unit and your dwelling does not appear on the City’s registry, please submit an inquiry with by-law enforcement for verification. |
