The CAO’s Biography
Rick A. Kester, B. A. Sc., M. Sc., P. Eng., M.B.A., M.P.A.
Rick is currently the Chief Administrative Officer, for the City of Belleville. Prior to this appointment Rick held positions of the Interim Chief Administrative Officer, the Director of Engineering and Development Services, the Director of Engineering and Public Works and the Deputy Director of Engineering and Public Works for the City of Belleville.
Prior to joining the City of Belleville, Rick held a number of positions with the City of Brampton including the Manager of Roads & Operations, Manager Engineering Services, Senior Project Manager and Development Engineer. Rick also worked in the consulting engineering industry with Paul Theil Associates Ltd., Urban Engineering Consultants Ltd and Totten Sims Hubicki Associates Limited. Rick was designated as a Consulting Engineer in Ontario from 1992 to 1997.
Rick graduated from the University of Waterloo with a Bachelor of Applied Science in 1985, completed an MBA from York University (1989), a Master of Science from the University of Guelph in 1996 and a Master of Public Administration in 2001 from Queen’s University. Rick graduated from Quinte High School, King George Elementary and Parkdale Public Schools all in Belleville.
Rick is the past President of the Municipal Engineers Association (MEA) and has served on the MEA Board of Directors since 2003. Rick continues to serve on a number of MEA Committees including the MEA CEO, MEA OPWA, MEA Nominating and Constitution Review Committee and the MEA Bursary Committee. Rick represented the MEA on the MOE’s ‘Financially Sustainable Water and Wastewater Working Group’ in 2007.
Rick currently represents the City of Belleville on the Ontario Clean Water Agency’s (OCWA) Client Advisory Council. In 2002 to 2003, Rick represented the City of Belleville on the Association of Municipalities of Ontario’s (AMO) Water Taking Taskforce to examine the Province of Ontario’s Permit to Take Water Process.
Rick has been a Licensed Professional Engineer since 1987. He is currently a member of the Municipal Engineers Association (MEA), the Transportation Association of Canada (TAC), the American Waterworks Association (AWWA), the American Public Works Association (APWA), Water Environment Association of Ontario (WEAO), the Water Environment Federation (WEF) and Rick is the City of Belleville’s representative on the Ontario Traffic Council (OTC) and the Ontario Good Roads Association (OGRA).
Rick is married to Cathy and they have three children, Brian, Lindsay and Lisa who all reside in Belleville.
