The CAO’s Role


The Chief Administrative Officer is appointed pursuant to Section 229 of the Ontario Municipal Act, 2001 which states,

“A municipality may appoint a chief administrative officer who shall be responsible for,

a) exercising general control and management of the affairs of the municipality for the purpose of ensuring the efficient and effective operation of the municipality; and

b) performing such other duties as are assigned by the municipality.”

The Chief Administrative Officer’s major responsibilities are:

  • administers the business affairs of the City
  • provides leadership and direction to the Executive Management Team and throughout the organization
  • directs the development and implementation of corporate policies and programs
  • provides the Mayor and Council with accurate information in a timely, open and transparent manner to facilitate healthy public debate and decision making
  • assist the Mayor and Council in the development of the City’s corporate Strategic Plan
  • directs general financial control of all departments and ensures the Mayor and Council are presented with the annual estimates of revenues and expenditures
  • liaise with local boards, agencies, associations, other municipalities and senior levels of government to further our City’s interests
