Parking


The City of Belleville Parking Services manages approximately 1,000 parking spaces located within a three block radius of the downtown core. These spaces include approximately 100 on-street spaces on Front Street, with the balance of the spaces spread between 11 parking lots and streets in the downtown area.

Parking Services also manages parking enforcement activity in the city through the administration of the City of Belleville, through by-law(s) which detail restrictions on where and when parking is permitted on all city streets. (Please contact us for further information)

Parking Options

On Street Parking - Downtown

1 Hour Free Parking

Parking is permitted for one hour on Front Street free of charge.  The by-law allows for one free hour of parking in a 24 hour period, after which the vehicle must be moved.  Employees or visitors who return to the downtown frequently throughout the day should park in an area designated for long term parking.

2 Hour Maximum Parking

On-street metered parking is available throughout the downtown area at a cost of $1.00 an hour.  The maximum length of stay at any of the metered spaces is 2 hours which is in place to ensure that more people have an opportunity to use convenient, on-street parking spaces.  If you require a longer stay, please park your  vehicle in a space designated for that purpose. 

Off Street Parking -  Lots

2 hours and up to Full Day - Parking

There are a number of lots that can be used for quick stops or up to full day parking.  The rate in those lots is $1.00 an hour with a maximum stay of 9 hours.  (Please see map attachment below)

Monthly Permit Parking

Monthly parking permits are available for all lots.  Rates vary, depending on location, from $45.00 to $65.00 plus applicable tax.  Permits are available at City Hall Monday to Friday 8:30 am to 4:30 pm. 

On- Street Parking - Residential Areas - No Meters

There are no parking meters on City streets except in the downtown area.  On-street parking is available in residential areas subject to restrictions regulated by By-law.  Please be aware of and read on-street parking signs carefully to determine if and when parking is permitted as the streets are signed accordingly.

REMEMBER:  There is no overnight parking on any curbed street all year long.

Winter Restrictions

To ensure snow clearing operations can be completed in an efficient and effective manner, winter parking restrictions are in effect from November 2nd to April 14th in the City of Belleville.  To avoid receiving a parking ticket and/or having your vehicle towed, please observe the following:
From November 2 – April 14, parking is prohibited on all city streets between 1:00 a.m. – 6:00 a.m.

During a snowstorm, when snow clearing operations are underway, no stopping of a vehicle is permitted on any city street.  Snow-clearing operations typically take place between 11 pm and 7 am.  The fine for this offence is $75 and your vehicle will be towed.  All vehicles will be towed to The Quinte Towing compound, located at 15 Newberry Street, and can be claimed the following day.  All expenses are the responsibility of the owner.

Accessible Parking

Accessible Parking

Parking spaces designated with a "wheelchair" symbol are reserved for persons with a registered accessible parking permit. The Accessible Parking Permit (APP) is issued to an individual or company and entitles the vehicle in which it is displayed to be parked in a designated accessible parking space. For permits issued to individuals, the person to whom the permit is issued must be transported in the vehicle and the permit must be visibly displayed on the dashboard or sun visor when it is parked in the designated accessible parking space. Individual permit holders may use the permit in any vehicle in which they are traveling.
Designated accessible parking spaces are located throughout the City — both on street, in municipal lots and in various private locations. Designated accessible parking spaces are clearly indicated by posted signage.

The set fine for improper parking in an accessible space is $300.

Accessible Parking Permit - Eligibility

To qualify for an APP, the individual must be certified by an APP Program recognized health practitioner as having one or more of the following conditions:

  • Cannot walk without assistance of another person or a brace, cane, crutch, a lower limb prosthetic device or similar assistive device or who requires the assistance of a wheelchair.
  • Suffers from lung disease to such an extent that forced expiratory volume in one second is less than one litre.
  • Portable oxygen is a medical necessity.
  • Cardiovascular disease impairment classified as Class III or Class IV to standards accepted by the American Heart Association or Class III or IV according to the Canadian Cardiovascular Standard.
  • Severely limited in the ability to walk due to an arthritic, neurological, musculoskeletal or orthopedic condition.
  • Visual acuity is 20/200 or poorer in the better eye with or without corrective lenses or whose greatest diameter of the field of vision in both eyes is 20 degrees or less.
  • Condition(s) or functional impairment that severely limits his or her mobility.
