Construction for Stanley Park Playground Project Scheduled to Begin this Spring

The City of Belleville is pleased that Wentworth Landscapes Ltd. is scheduled to begin construction on the Stanley Park project on Forest Hill Crescent and Edge Hill Road in the spring of 2020. The park area has been void of playground elements since 2015 when the existing ones were removed due to incompliance and hazards relating to the Canadian Standards Authority (CSA) Children's Play Spaces and Equipment Safety Standard Z614-14.
In 2018, $50,000 was allocated in the City’s Capital Budget for design funding with the objective of enhancing community inclusivity, design flexibility and creativity, and to create play value for all age sectors. Staff recommended Council switch from the past practice of playground replacement to a design/build process as part of the 2019 Capital Budget to be cost effective and efficient. Council added $200,000 to the project. Accessibility for Ontarians with Disabilities Act (AODA) design and compliance for the play equipment, park access and trails to and from the play structures, are an integral part of this project.
“This is an ideal park location with exciting options for toddlers, children and youth, especially with the residential development in the surrounding area,” said Joe Reid, General Manager, Transportation and Operation Services. “Currently there is no significant community playground east of Herchimer Avenue. This is an opportunity to create a playground in this part of the city and incorporate elements that will enhance positive play experiences.”
In the summer of 2019, city staff conducted a survey and engaged with residents to learn what they would like to see the park transform into. There were over 750 responses to the online survey. The survey provided great insight of what the community wanted to see in the park and the play structure.
VanMEER Engineering Ltd. was selected to complete the topographic survey and prepare part of the documents required to provide potential contractors with the existing site conditions, including compiling data on zoning, setbacks from Bell Creek and other factors regarding the work. An RFP was issued in the fall of 2019 and many proposals were submitted. The top three were invited to present their proposals at a Public Information Centre on Dec. 10 at the Parkdale Community Centre. Information was gathered from the public and the recommended proposal was from Wentworth Landscapes Ltd. City Council approved the contract at the Jan. 13, 2020 Council meeting. Construction begins in the spring of 2020.
