The Project

The Albion Street and Albion Way (henceforth referred to as Albion Street) Road Reconstruction, Watermain and Sewer Improvements project is set to replace and renew the City’s underground services on the two streets, reconstruct the sidewalk and incorporate bike lanes in the roadway. The project will provide a new roadway and underground infrastructure, both of which are currently nearing the end of their service life.

Project Details

The Albion Street road surface has deteriorated beyond the point where it could be resurfaced and a complete reconstruction design with new curb and gutters and sidewalk is being completed. The existing sanitary sewer, installed in 1966, will be replaced and the watermain, originally installed in 1910 and has a history of breaking, will be replaced. Stormwater is currently directed by asphalt swales from the south end of the street northward towards Station Street. It is proposed that these swales be removed and new underground storm sewers installed. A wider, 1.5 m sidewalk is proposed for the east-side of the street, in compliance with the Accessibility for Ontarians with Disabilities Act (AODA).

This road is a part of the City's on-road cycling network and is currently designated as a cycle route; appropriate cycling facilities, in the form of on-road bicycle lanes are being incorporated into the design. It is expected the road reconstruction will take place in 20 Image of roadway cross sections

The Benefits

The project will provide significant benefits to all water, wastewater and road users on the street;

Upgrading a 111 year-old watermain, ensuring a safe and secure supply of drinking water for residents for years to come.
Storm water routing will be moved underground, reducing overland storm water flow
The existing sanitary sewer system will be upgraded reducing risks of a sanitary sewer leak or sewer back-up
On-street bicycle lanes, improving safety for cycle traffic while accommodating active transportation
A widened east-side sidewalk and boulevard installation. The new sidewalk will be widened in compliance with the Accessibility for Ontarians with Disabilities Act (AODA) and improve transportation for pedestrians and mobility devices.
A new road surface will be installed, improving travel conditions for vehicle and cycle traffic.

Construction Impacts

Efforts will be made to ensure there is minimal impact to local residences; however, there will be temporary lane closures and temporary impacts to driveways. Driveway impacts will be communicated to individual residents by the contractor. Your patience in this matter is appreciated.

On-Street Parking Impacts

Street parking is governed under the City’s Traffic By-Law, 12967.

Currently, the By-Law notes that street parking is prohibited on the west-side of the street from Pine Street to a point opposite the south property line at No. 37 Albion Street

It is proposed that parking be prohibited at all times along both sides of the street from the Albion Way & Station Street intersection to the Albion Street & Pine Street intersection in order to create space for bicycle lanes and accommodate safe cycle traffic.

The Cost

The project budget for this project is $3.60 million.

The Project Schedule

City Council has approved construction funding for this project to proceed in 2022. The project timeline is expected to be:

What is a bicycle lane?

A conventional bicycle lane is a portion of a roadway which has been designated by pavement markings and signage for the preferential or exclusive use of cyclists. Bicycle lanes separate the bicycle right-of-way from the motor vehicle traffic.

What do bicycle lanes look like?

Cyclists are separated from motorists by a solid white line. Bicycle lanes are installed adjacent to the curb. Bicycle lanes are marked with an image of a bicycle and a white diamond stenciled on the pavement. Bicycles travel in the same direction as traffic.

Why are bicycle lanes being added?

The street is a prominent north-south connection on the city’s road network, linking Station Street with Pine Street. The Belleville Cycling Network included in the City’s 2014 Transportation Master Plan identifies Albion Street as part of the recommended cycling network.

Do children have to use the bicycle lane?

No. Under the current City of Belleville Traffic By-Law, children under the age of 12 are permitted to cycle on the sidewalk.

What happens to my driveway?

There will be temporary closures as a part of this project with portions of driveways being re-graded to meet the new road surface. These impacts will be communicated to residents by the contractor and/or contract administrator directly.

Will my services be disrupted?

Temporary watermain services will be installed to ensure residents have access to water throughout the project. During the sanitary sewer replacement there will be select periods where residents will be asked not to flush toilets or send any liquids down drains to allow private sewer tie-ins to be connect to the new pipe, while keeping the contractor dry! These periods are expected to be brief, and this information will be communicated by the contractor and/or contract administrator directly.

How will students get to Queen Victoria School while the is under construction?

There is an existing cross-walk where Albion Way meets Station Street. A requirement for a temporary walkway will be included in the contract for students walking from this cross-walk to Queen Victoria School. The city will monitor the temporary walkway during construction and ensure that students will be able to reach Queen Victoria School.
