City staff submitted Report ENG-2020-14 to Council and the City has hired TMIG (The Municipal Infrastructure Group) to undertake the Infrastructure Phasing Strategy Background Report. |
Sub-Development Areas |
City Staff identified sub-development areas within the City's urban area that will provide for future growth needs. These areas represent areas where both residential and non-residential growth will occur through either greenfield development or intensification in the City Centre. |
Infrastructure Phasing Strategy Background Report
Part 1: Planning Needs Review |
The Planning Needs Review analyzed the City's planning studies and documents and identified overall potential growth within the delineated subareas for each land use category. |
Part 2: Background Information Review |
The Background Information Review analyzed engineering studies provided by the City related to stormwater, water, wastewater and transportation needs. This review of these studies focused on consolidating the infrastructure upgrades identified in the reports provided. Each of the background engineering studies were consolidated into brief review memos, documenting the constraints, infrastructure needs, and recommendations from the reports. GIS based maps were developed with the identified infrastructure upgrades and delineated subareas. Through development of mapping, confirmation of studies and their applicable sub-areas were confirmed and referenced through this section. |
Part 3: Cost Benefit Analysis |
The Cost Benefit Analysis includes mapping showing the proposed high-level development phasing approach for infrastructure studies and upgrades to service the sub areas identified for future development. It considers the sequence of infrastructure implementation in development of the phasing strategy. It provides preliminary cost estimates associated with infrastructure components identified as being necessary to support the development for each of the sub-areas identified. It also make available data in a format to allow for maximization of the City’s return on investment (ROI) in infrastructure |
Next Steps |
With completion of the Infrastructure Phasing Strategy Background Report, an Infrastructure Phasing Policy will be developed for Council's consideration which will enhance the focused delivery of infrastructure in an efficient and sustainable manner in conjunction with the City's Capital Budgeting process and Asset Management Plan. |
