Municipal Water and Sanitary Sewer Servicing

Please complete and submit the Application for Connection to Municipal Water and/or Sanitary Sewer Works. The application will be reviewed to determine if municipal services are available in the area and if connections to these services are feasible. You will receive a response and if feasible will be asked if you want to proceed with the municipal service connection process.

The City of Belleville has a policy that allows for residents to request for an extension of municipal water and/or sanitary sewer if they are not currently available in their area. The property must fall within the urban service area to be considered. To initiate this process, please complete and submit the Application for Connection to Municipal Water and/or Sanitary Sewer Works.

Agreement

Where water and/or sanitary sewer is available to connect you will be required to enter into an Agreement prior to being connected.

An Agreement will be prepared to be executed by the property owner and the City. The Agreement will include all provisions of By-Law 2019-183 and other such matters as Council may require. The Agreement will outline the connection charges for your property.

Two hard copies will be prepared for your signature and the Agreement will go before Council. One copy of the agreement will be returned to you after being executed by the City.

Payment of Connection Charges

Connection charges are payable through the City Finance Department. Under the Connection Charges By-Law 2019-183, the 2024 connection charges for property owners to pay before connecting to municipal services are:

Private Service Connections

Property owners are responsible to complete the physical service connections and must hire a private Contractor to bring the service from the water main or sanitary sewer to buildings on their property under a Building Permit. The full installation cost of the water and/or sewer service pipe including reinstatement from the main to the building is paid by the property owner.

City Building and Belleville Water inspectors will inspect the service installation from the road right-of-way into the building(s). Note existing septic systems must be decommissioned upon connection to municipal sanitary sewers under the Ontario Building Code. Also under the by-law, the existing well water system must be disconnected from the building(s) on the Lot.

The process and paperwork required for private service connections is as noted below:

1. Building Permit – You will need to apply for a Building Permit for the installation of the exterior service piping and any interior plumbing works that may be required. You may choose to complete and sign the Agent Authorization form to allow your Contractor to apply for a Building Permit on your behalf. Building Permits are available through the City of Belleville Building Section, 2nd Floor, City Hall, 169 Front Street, 613-967-3230.

2. Road Occupancy Permit – If work is required within the road right-of-way, your Contractor may also need to apply for a Road Occupancy Permit for excavation and reinstatement within the road right-of-way. Road Occupancy Permits are available through the City of Belleville Operations Centre Main Office at 31 Wallbridge Crescent, 613-967-3275. Your Contractor will be able to confirm if this Permit is required.

3. Water / Wastewater Service Application - Please visit the City of Belleville Water Customer Service Office located at 183 Pinnacle Street, 613-966-3657 to complete a Water / Wastewater Service Application. Once the private service connections are complete, water and/or wastewater rates will be added to your monthly / bi-monthly water bill.
