Complete applications for a pool and pool enclosure must include:
- applicable law approval documentation when required
- completed application package
- building permit fees
- building application plot plan
- fence construction details
The information provided online should be used as a sample only to help you with creating your application.
Before you start
Pool permits are required for all types of pools which are capable of containing a depth of water of 24 inches at any point. No water can be in the swimming pool until we've performed and passed a final inspection of the swimming pool enclosure.
Please note that prior to applying for a building permit, it is your responsibility to ensure that all necessary approvals or permits have been obtained from other agencies for any Applicable Law identified in the Ontario Building Code that is relevant to your project. These approvals are required as part of a complete building permit application package.
Fencing type |
Make sure that your fence provides the level of protection as prescribed in the pool by-law. Vertical board and chain link are the two most common types. We must review any other style of fencing as part of the permit application. The maximum size of mesh for chain link fencing is 1 1/2" diamond mesh. |
Electrical work |
You will need to get a permit from the Electrical Safety Authority when electrical work is part of your swimming pool installation. Their phone number is 1-877-372-7233. |
Hot tub exemption |
A hot tub is exempt from the enclosure requirements as long as it has a rigid prefabricated cover that you keep locked to prevent access when the hot tub is not in use. |
Applying for a permit
Please complete a Swimming Pool Application and make sure to include a Plot Plan with your submission. We will need the owner's authorization if you are not the property owner.
You will need to create an account to apply through our online portal. Be sure to have all you documents ready to attach.

Required design documents
Typically requirements are listed below, additional information may be required.
Your plot plan should include:
- Lot lines including dimensions
- Measurements for the distance from the house and proposed pool dimensioned to other buildings, enclosure and lot lines
- Location of overhead electrical conductors (if applicable)
- Location of proposed/existing fence
- Location and size of all gates
- Area of all other structures
- Location of septic systems and the distances to the pool (if applicable)
- North arrow and Municipal address
Additional details
- Type of fencing to be installed (e.g. Chain Link, Pressure Treated Wood etc.)
- Height of the swimming pool enclosure
- Spacing between posts
- Type and location of lockable, self-closing/latching device
Proprietary Products and Materials |
Not all products or materials sold are approved for use in Ontario as many products fall outside of the material requirements identified in the OBC. These products range from decking materials and guard systems to plumbing and foundation damp proofing systems. Where specific products or system types are required by the OBC any alternative materials or systems must have either a Building Materials Evaluation Commission (BMEC) authorization or a Minister's Ruling to be used in Ontario. |
