We ensure that all traffic control activities within the City are undertaken in accordance with:
- current Ministry of Labour regulations;
- the Ontario Traffic Manual Book 7 “Temporary Conditions”
- the Highway Traffic Act (HTA)
- the City of Belleville Traffic By-law No. 12967
Construction and maintenance in the roadway
We try to conduct construction and maintenance activities with as little disruption to traffic as possible. Sometimes these activities require a partial or full road or sidewalk closure to ensure the work is conducted safely.
Road occupancy and access
A road occupancy permit is required for any work that will be done on the road, boulevard and right-of-way, which may or may not require a closure or restriction.

Our staff will perform regular inspections of the work being completed to ensure safety is maintained and the work is completed in compliance with city standards.
Half-load restrictions
Half-Load restrictions are in effect from Jan. 26 to April 30, 2024.
During the spring thaw, most rural roads become too soft to withstand the weight of a fully loaded truck, no matter how many axles.
In order to preserve the integrity of our rural roads, half-load restrictions are placed on certain roadways between February 15 – April 30 each year in accordance with By-law 2021-49. The restrictions may begin at an earlier date depending on the weather. Please observe posted signs.
Signage has been posted throughout the city indicating these restrictions. We appreciate your cooperation and understanding in protecting our roads from damage as the temperature warms up.

Transporting a wide load
A permit is required when travelling through our municipal boundaries with a load that exceeds the limits set out in the Highway Traffic Act, in accordance with By-law 2005-200.
