We manage all municipally owned roads, curbs, and sidewalks within the City of Belleville and perform regular maintenance through programs such as; street sweeping, boulevard maintenance, road repair, curb and sidewalk repair, and storm and sanitary cleaning and repair.
Road rehabilitation
We contract services for comprehensive maintenance programs which help extend the life of the roads, prolonging the need for more expensive reconstruction.
Maintenance programs include:
- Surface Treatment
- Urban Asphalt Resurfacing
- Slurry Sealing
- Crack sealing
- Other types of resurfacing.
We undertake a Road Needs Study every three years. This study provides extensive data which is used in determining roadway repair needs.
Potholes and patching
Potholes result from a combination of pavement fatigue, poor soil support and moisture. Potholes form most often in the spring during repetitive freeze and thaw cycles. Higher volumes of traffic also loosen the pavement.
Proactive patrols are undertaken to find potholes. Our protocol for pothole repair follows the guidelines and minimum maintenance standards set by the Ontario Municipal Act, Regulation 239/02.

Sidewalks and curbs
We patrol city sidewalks in order to identify hazardous sidewalk and/or curb defects. We may perform a temporary repair or replacement to make the area safe. Once hazards are identified we build a list and work to correct as many hazards as possible, within our budget.
Every year we identify selected sidewalk and curb sections for more extensive repairs through an annual contract. Areas for reconstruction are based on inspections done by City crews, age, and available budget.
Catch basins
Catch basins are located along streets to allow water to drain from roadways into the storm water system. They help to prevent the flooding of roadways. Please keep the catch basins adjacent to your home clear of debris in as safe a manner as possible. We can assist in clearing, should it not be safe to do so.
Winter maintenance program
During winter weather, the City is responsible for clearing all City streets and sidewalks.
Our winter operations follow the guidelines and standards set by the Ontario Municipal Act, Regulation 239/02.
