Your Tax Dollars at Work
Municipal taxes cover many essential services to our community including:
- Police, Fire, EMS and other medical services
- Road, sidewalk and bridge construction and maintenance
- Snow removal
- Recreational facilities including pools and arenas
- Local transit
- Parks, marinas and other outdoor facilities
- Social and Health Services provided by external agencies
Municipal Operating Costs
Council has direct control of 55% of the annual municipal budget. This includes areas such as: recreation, parks, transit, roads, administration, finance and fire.
External costs account for 45% of the annual municipal budget. These costs include police and other emergency services, provincially mandated programs and other boards and commissions. Water, wastewater and parking are user-pay services and are not funded by municipal taxation.
2024 Tax Rates
Tax rates consist of two parts – a municipal component and an education component. 2024 tax rates can be found on our website at: Belleville.ca/PropertyTaxes
Municipal Taxes |
Tax rates are calculated using the net annual operating budget, as approved by Council, and the City’s weighted assessment for the year as provided by MPAC (Municipal Property Assessment Corp.). The operating budget provides funding for the full scope of services provided by the City. Revenue from provincial grants, user fees and other sources is deducted from the total expenditures, resulting in a net amount to be raised from taxes. The amount to be raised from taxes for 2024 is $126.4 million as compared to $117.9 million in 2023. |
Education Taxes |
The Province of Ontario establishes the education tax rate for each class of property. For the year 2024 the City will levy and forward to the school boards a total of $18.9 million. |
Rates By Property Class |
Tax rates are established for each class of property (residential, multi-residential, commercial, industrial, etc.) and are expressed as a percentage of the residential tax rate. |
Area Rating |
Tax rates can vary throughout the four billing areas within the municipality due to a process called “area rating” which provides a mechanism for taxpayers to pay for the direct or indirect services they actually receive. When Council establishes the annual budget, individual areas may be impacted to a greater or lesser extent, depending on the cost of the services, causing tax rate changes to vary by area. |
2024 Current Value Assessment |
The Assessment Act requires the assessed value of your property be based on what your property would likely sell for on a specific date (January 1, 2016 for the 2017-2024 taxation year). Rebate and Tax Credit Programs
Low Income Senior Property Tax Credit |
Provides a $1,000 credit to eligible individuals. Eligibility requirements are specified on application forms. Deadline for submitting applications is Aug. 31, 2024. |
Persons with Disabilities Property Tax Credit |
Provides a $1,000 credit to eligible individuals. Eligibility requirements are specified on application forms. Deadline for submitting applications is Aug. 31, 2024. |
Property Tax Rebates for Eligible Charities |
This rebate program is applicable to registered charities that are tenants in commercial or industrial class properties. The deadline for 2023 applications was 4:30 p.m. on Feb. 28, 2024. 2024 applications available the first business day of 2025. Applications for all rebate and tax credit programs must be made on a yearly basis, and can be submitted in person, by mail or online at: Belleville.ca/TaxPrograms |
